40 Affordable Homes Approved in Chorlton, Manchester

In the Autumn of 2023 Hourigan Planning secured full planning permission for a 100% affordable scheme in the popular Manchester suburb of Chorlton.

Acting on behalf of Bowsall Developments, Hourigan Planning worked closely with Officers at Manchester City Council which resulted in the planning application being reported positively to the Members of the Planning Committee.  The Committee voted unanimously in favour of the scheme, recognising the benefits that the scheme would deliver in an area where purchasing a home is a difficult prospect for many people.

Whilst the principle of delivering a 100% affordable housing scheme in a sustainable location in Chorlton was wholly acceptable in principle, there were a number of technical matters that required careful consideration and Hourigan Planning led on addressing matters raised by the Council, their statutory consultee partners, and other interested parties.  Being sandwiched between a popular road, the TfGM Metrolink line and existing commercial businesses, as well as being so close to the Metrolink station, the site wasn’t without its spatial constraints particularly in relation to providing the most appropriate number of car parking spaces.

The scheme was revised during the course of the application to address design comments raised by the Council as it was important to everyone that the new building was designed to the highest possible standard being so prominent in the streetscene. Additional technical information relating to noise was provided to the Council to demonstrate that the new affordable homes would not impact on the existing commercial businesses close by.

Hourigan Planning led the multi-disciplinary team from the start, leading on initial detailed pre-application discussions with the Council, holding pre-application consultation with the local community, and organising coordination of the planning application submission.

The full planning application comprised a major scheme and due to hard work by all parties, including the Council’s Officers, the application was determined within 5 months.

As the Registered Provider for the scheme, and a joint Applicant on the application, the grant of full planning permission was a fantastic result for Southway Housing Trust who will now take the scheme forward.
