Marc Hourigan

Managing Director

A Chartered Town Planner, Marc Hourigan began his career in 1997 and has been successful in establishing and running planning teams across the UK for both private consultancies and developers, holding positions up to Director level in the organisations he has worked at previously.

He co-founded Hourigan Connolly in 2009 and his family took control of the business in January 2022 renaming it in the Spring of that year to Hourigan Planning.

Marc has secured numerous major planning permissions for national house builders, speculative developers, industrialists, retailers, financial institutions and private landowners.

He is an experienced expert witness having been called to give evidence in numerous major planning inquiries across the UK and regularly appears on behalf of clients at Development Plan Examinations.

Beverley Moss

BA (Hons) MPlan MRTPI

Associate Director

Beverley is a Chartered Town Planner and joined the team in December 2013.
Beverley became a member of the Royal Town Planning Institute in 2009 and has experience of working in both local government and private practice environments.

Beverley has a breadth of experience having worked on a variety of projects across a broad range of sectors including residential, commercial and leisure.

She regularly appears at Development Plan Examinations across the UK on behalf of private developers.

Niall Mellan

Associate Director

Niall is a Chartered Town Planner and joined the team in the Summer of 2018.

Niall gained valuable experience from previous roles as a planning consultant, a local authority planning officer in two Councils (Cheshire West & Chester Council and Chorley Council) and an in-house planner for two major housebuilders (Persimmon Homes and Countryside Partnerships) before joining Hourigan Planning.

Niall has led in securing planning permission for numerous major planning applications across the UK for many of our clients.

In 2019 Niall moved back to his hometown of Belfast where he continues to serve the business making regular visits to Manchester when required.
